Unique Strategic Positioning
Top-level Design Brings New Opportunities
Based on the new stage of development, Sichuan Province implements new development concepts, builds a new development pattern, and seizes major national strategic opportunities. With the construction of Chengdu-Chongqing Economic Circle as the strategic direction, Sichuan is to strengthen the coordinated development of the backbone and multiple branches, accelerate the construction of the New Western Land-Sea Corridor, and build a strategic highland for inland opening-up and western development in the new era.
Construction of Chengdu-Chongqing Economic Circle
The construction of the Chengdu-Chongqing Economic Circle is a major strategy personally planned, deployed and promoted by General Secretary Xi Jinping. Sichuan and Chongqing will jointly build the Chengdu-Chongqing Economic Circle with huge investment opportunities into an important economic center with national influence, a scientific and technological innovation center, a new highland for reform and opening up, and a livable and high-quality place. In 2022, Sichuan and Chongqing will jointly build 160 major projects with an estimated total investment of CNY 2,036.7 billion. Among them, 72 jointly-launched projects aim at the building of a modern industrial system, with an estimated total investment of CNY 540.2 billion and an annual planned investment of CNY 72.8 billion.
New Western Land-Sea Corridor
The New Land-Sea Corridor is located in the hinterland of western China, connecting the Silk Road Economic Belt on the north and the 21st Century Maritime Silk Road on the south. It also connects the Yangtze River Economic Belt in coordination and plays an important strategic role in coordinated regional development. Sichuan is located on the main road of the New Western Land-Sea Corridor, connected to the China-Europe International Railway on the west and the Yangtze River Waterway on the east. It is an important junction between the Belt and Road Initiative and the Yangtze River Economic Belt. Three routes from Chongqing via Guiyang and Nanning to Beibu Gulf (Beibu Gulf Port and Yangpu Port), from Chongqing via Huaihua and Liuzhou to Beibu Gulf, and from Chengdu via Luzhou (Yibin) and Baise to Beibu Gulf, forming the main passage of the New Western Land-Sea Corridor.
One Stem and Multiple Branches: Cooperation of Five Regions
Through the thorough implementation of "One Stem and Multiple Branches: Cooperation of Five Regions" development strategy, Sichuan strives to promote the leading role of Chengdu and the competitive development of Chengdu Rim Economic Circle and many other economic zones including Southern Sichuan, Northeastern Sichuan and Panxi. The province is also dedicated to the coordinated development of Chengdu Plain Economic Zone, Southern Sichuan Economic Zone, Northeastern Sichuan Economic Zone, Panxi Economic Zone and the Northwestern Sichuan Ecological Demonstration Zone. In 2021, the economic aggregate of Chengdu Plain Economic Zone, Southern Sichuan Economic Zone, Northeastern Sichuan Economic Zone and Panxi Economic Zones increased by 8.5%, 8.6%, 7.6% and 7.6% respectively, and the Northwestern Sichuan Ecological Demonstration Zone featured distinctive green development. There were 8 cities and prefectures with an economic aggregate of over 200 billion yuan in 2021.
